Abstract
Objective: The research aims to identify the experiences of some countries towards the adoption of (IFRS), and the entrances (or forms) of adopting these standards, the theories that supported the adoption of these standards, in addition to the most important aspects of accounting for measuring the results (or impact) of the adoption of those standards.
Research Question: Through this research, the researcher attempted to answer the research question related to knowing the ways in which (IFRS) can be adopted, and what is the relationship between the adoption of these standards and some other accounting aspects such as the relationship between the adoption of (IFRS) and the reduction of earnings management.
Study Methodology: The researcher conducted an analytical study of a number of previous research studies in the accounting literature, which dealt with discussing and analysing of the experiences of countries, which have shifted towards the adoption of (IFRS), whereas the researcher conducted a practical survey of the most important of these countries with the aim of knowing the impact of adopting these standards on their performance, and formulating research hypotheses that the researcher sees as a definition of the research problem and how to solve it.
Results: The process of accounting transformation towards the adoption of (IFRS) in some countries is not an easy process (for instance: the State of Israel), but rather a complex process that is affected by a number of variables for instance: (Government Intervention, Technology Systems, Personnel Qualifications, State Culture Political Orientation ,and Economic Performance).
Conclusion: The researcher believes that there are several ways for the adoption of (IFRS) in the public sector that differ from one t country to another, depending on the political and economic conditions of the country, the extent to which there is a sound infrastructure, and the extent to which companies desire for the (IFRS) and this has supported this adoption is a set of theories. The researcher concluded (1)that there is a significant and negative association between adopting (IFRS) and Earnings Management in the Business Environment of French Companies; (2)there is a non- significant and positive association between adopting (IFRS) and Earnings Management in the Business Environment of Indian Companies,
